Language standadizers to use "?" as a processing instruction?

Does anyone know why this article is using non-standard capitalization? WP:TITLE recommends sentence case (i.e. "Processing instruction"). WikiDan61^ChatMe!_ReadMe!! 11:55, 5 September 2025 (UTC)[reply]
