What's the color palette in level 2?

[edit]The article List of 8-bit computer hardware graphics says "Every character cell has a background color and a text color." but it doesn't directly say what background colors can be set.
Several of the illustrations in this article which seem to show that Level 1.0 teletext with white text and white alpha-mosaic graphics on a blue background, so apparently the background can be set to black or blue. Can the background be set to any other color(s)?
The text in this article seems to contradict that, saying "Level 1 ... fixed colour palette (red, green, yellow, blue, magenta, cyan, white over a black background)" which seems to be saying that Level 1 always has a black background, no other background color can be set.
Is the text correct, and the background color is always black in Level 1.0 teletext, and those illustrations are mislabeled as showing Level 1.0 when they are actually showing some higher level teletext?
