Neologisms are not considered suitable for Wikipedia unless they receive substantial use and press coverage; this requires strong evidence in independent, reliable, published sources. Links to sites specifically intended to promote the neologism itself do not establish its notability.

This article reads like a whitepaper or research proposal proposing the concept; it is not a topic with demonstrated notability according to independent sources. We do not need a new article for every cloud computing neologism that comes to be (for example, we already have Multicloud). In addition, there are only 4 articles on Google scholar that even contain the phrase "Hybrid Multicloud Computing". Much of the article is dedicated to explaining context and arguing for the idea, and while it looks like a lot of work went into this, Wikipedia is not a good platform for this.
